President’s Request

Starting in FY 2004, NASA is implementing full cost practices to improve the cost effectiveness of mission performance.   NASA Program budgets are now calculated in full cost mode, meaning institutional activities such as personnel and facilities (which had been held in separate centralized accounts) are now included in each benefiting program's budget, thus reflecting the true cost of each program and enabling managers to make better economic decisions.

Mapping of Budget Request to Appropriations Legislation.  In the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Bill, National Aeronautics and Space Administration CCSP activities are funded under the NASA section of Title III-Independent Agencies, as part of the Science, Aeronautics, and Technology account. Within this account, Appropriations Committee reports specify funding for the Earth Science program.
